It is a political question. If the Dems go the route of impeachment that would give Rove alot of ammunition and sympathy. He feels that maybe Rove would welcome an impeachment action. Rove would be able to say "you may not like what the President is doing - but he does not deserve impeachment. Dems are over reaching".
If you impeach Cheney/Bush you get Pelosi and she does not want that. (Hello - since when do elected officials get to decide what they want! Where is the PEOPLE'S VOICE IN THIS DEMOCRACY!
